I would tend to agree with your analysis about the actual approval ratings being in the low 30s for BHO. I'm not sure the approval ratings for George W Bush ever actually went that low.
With that said you are absolutely correct about the morbid fear many if not most Americans have about being called racist. While the disapproval rating of most Americans toward BHO may be higher than it was for G W Bush, most Americans genuinely hated and still hate G W Bush with a passion that is far beyond that experienced toward any other American government official currently living or in the history of the country, they merely dislike the policies of BHO whereas they hated and still hate G W Bush the man.
Essentially as the first African American president Americans in general genuinely love the man BHO, his team, and his family. This very likely surpasses the genuine dislike for his policies. Also, America is politically and philosophically a left of center nation at this point in time.
Any opposition to BHO should keep in mind the basic facts that 1.)while Americans disapprove of BHO's polices, they generally love the man and his team and 2.)America is left of center politically. I'm not saying don't oppose this president's policies as we should. I am saying when opposing him keep these facts in mind.
