Hey, it only took four years for the administration to say that US troops are now authorized to kill or capture Iranian Operatives in Iraq.
Up until now, the official policy in those infamous `Rules of Enagagement' was to release them back over the Iranian border, believe it or not.
Better late than never, I suppose.
